Currently there is no option on the Esri Legacy ArcSDE writer's parameters to set the writer to 'load only' mode and avoid creating spatial indexes while writing the data.A workaround for this is to set 'load only' mode before writing your data using a startup python script in the FME workspace.Once data is loaded,a shutdown python script can be used to convert back to 'normal mode' and the spatial index will be created thereafter.
The syntax for the startup and shutdown python scripts is:
To convert LOAD ONLY MODE
sdelayer -o load_only_io -l %schemaname%.%layer%,shape -i %instance% -u %username% -p %password% -D %database% -s %server%
To convert NORMAL MODE
sdelayer -o normal_io -l %schemaname%.%layer%,shape -i %instance% -u %username% -p %password% -D %database% -s %server%
Full information and syntax on the sdelayer command is available in theArcSDE Administration Commands Manual
