I just tested with FME 2018.1 and the GeographicBufferer seems to work just fine with Python 3.6

Could it be that you're using the old version of the GeographicBufferer from the FME Hub?

The solution is to remove the custom transformer (green) and replace it with the new, built-in GeographicBufferer (blue).
