Please note: This article applies to FME Server 2011 and older only.This issue was fixed for FME Server 2012.
When running a job in the web user interface you receive the error in the web browser:
Could not Complete Transformation Could not run City of Austin: Apartments and other (ACAD 2 KML).Either the Data Streaming service aborted during the transmission or is not responding.
If you looked in the catalina log for Tomcat you will see an error similar to this:

When installing FME Server in a distributed environment with Tomcat on one server and FME Server on the other, the user is directed to run the FME Server installer and to not check the 'Services' when running the installer.This correctly doesn't lay down any of the WAR files.
The problem is that it also does not create the log file sub-folders for each service i.e:
Once the user has run the service installer on the server with tomcat on it, if they try start FME Server and run a job an error is thrown in the log which states that it couldn't write out to the log file to the folder because it doesn't exist.
Note: This issue was fixed in FME 2012 - Build Number 12127.
Manually create the log file sub-folders.This is what you should have:
